The Governing council is appointed by the trusty members. It remains in office for a period of four years. It is formed by members from trusty board (Chairman, Director and founder trusty members), and other members from senior administrative group, legal institute, financial institute, professionals, researchers, scientist and advisory members.

The Governing council's function is to deliberate regarding the general scheduling, strategic directions and the coordination of the Institute's activities. It sets the academy's direction by determining meetings, approving key policies, and overseeing the academy's overall governance procedures. It also approves applications of researchers with the Institute and requests from Institutional Partners or Project Partners to join the Institute.
